The program aids a selected number of outstanding young primary and secondary school teachers in doing teaching-related research, educational reform experiments and continuing education, participating in international exchanges and publishing treatises. Besides, the "Candle Project" has been initiated in order to help enhance the teacher quality in the countryside and help teachers in poverty.
       In recent years, the education level of teachers has been enhanced year by year, and the teacher team has been gradually expanded. In order to enhance the education level of teachers in primary and high schools, the Ministry of Education has proposed in the Action Plan for Education Prosperity in the 21^st Century that till the year of 2010, the education level of teachers in primary schools and high schools of regions with appropriate conditions should be enhanced to the level of graduates from technological schools and universities respectively; in economically developed regions teachers and presidents of senior high schools with master degrees should reach a certain percentage. At that time, the education level will be enhanced dramatically.
